As you may know or may not know, there are essentially two ways to get
AC onto items in the game. Armor items have a field that defines it,
but any item can add affect-based AC.

When mitigation was implemented, the intention was to have the presence
of mitigation and the presence of the affect-based AC mutually exclusive.
When implmementing the initial round of mitigation items, that didn't
happen. If any of the following items have both -AC and +MITIGATION,
expect them to be changed and the rent adjusted appropriately. They
will be templated so no legacy items will be created.

Armor items that have mitigation will, thus, only lose a small portion
of their AC, not all of it. Weapons on the other hand will lose all
of their AC.

Sorry for the confusion and the switch after getting these things in
the game. As I'm discovering, mitigation is a very delicate thing to
balance and we need to course-correct on the objects before we get
too deep into having this feature around.
